New York City is home to approximately 1.7 million older adults, and the Department for the Aging (NYC Aging) is committed to helping them age in their homes and communities. The mission of NYC Aging is to eliminate ageism and ensure the dignity and quality of life of diverse older adults. The NYC Aging also works to support caregivers through service, advocacy, and education.

Established in 2022, the Office of Interagency Collaboration & Innovation (ICI) cultivates and expands NYC Aging's cross-agency work citywide, as well as ensures the agency's objectives are achieved through these initiatives. ICI includes the work of the Cabinet for Older New Yorkers (Cabinet), which is an interagency collaborative established to realize and institutionalize an age-inclusive New York City through structural, legislative and systemic solutions. The Cabinet is comprised of more than 20 NYC government agencies covering public safety, housing, transportation, health, and social services. Through the Cabinet, City agencies collaborate to develop cross-agency solutions to address challenges facing older New Yorkers and work to eliminate age-related barriers to services. In addition to the Cabinet for Older New Yorkers, ICI also covers the work of the NYC Aging Advisory Council and the Age-friendly NYC Commission. The agency Advisory Council, comprised of representatives from social services, health care, local neighborhoods, academia, and other arenas, advises the NYC Aging Commissioner and makes recommendations. The Age-friendly NYC Commission is a public-private partnership that works to assess the City's responsiveness to the needs of older New Yorkers and proposes strategies.

The Office of Interagency Collaboration & Innovation seeks a highly motivated, enthusiastic and forward thinking Senior Operations & Projects Specialist with a wealth of government experience and record of success accomplishing complex projects from inception to ongoing implementation or conclusion involving various stakeholders. Reporting to the Assistant Commissioner for Interagency Collaboration, the duties and responsibilities of the Senior Operations & Projects Specialist will include, but not be limited to, the following:

- Work closely with the Assistant Commissioner to advance the work of the Cabinet for Older New Yorkers, the NYC Aging Advisory Council and the Age-friendly NYC Commission.
- Support project management needs and provide regular interagency updates on initiatives under the Cabinet for Older New Yorkers and other ICI areas.
- Assist in coordinating the interagency work and formalizing partnerships between agencies and stakeholders to achieve agency objectives.
- Work with Cabinet member agencies and other stakeholders to develop and implement initiatives to serve older New Yorkers.
- Draft and prepare written and visual materials for internal and external communications, including project overviews, reports, newsletter content, internal memos, meeting agendas, presentations, meeting minutes, and website/social media.
- In the absence of the Assistant Commissioner, serve as a point person on interagency initiatives to ensure continuity of the work and achievement of project management milestones.
- Ensure data and project management systems are maintained and remain up to date, and provide guidance and make recommendations as needed.
- Perform additional duties as required.


Minimum Qualifications

1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.

The ideal candidate: - Has a proven track record of success of accomplishing complex initiatives involving multiple stakeholders from project inception to implementation, especially in collaboration with NYC government agencies. - Is a strong performer and self-starter who is comfortable with managing and driving change, is a model of efficiency and effectiveness under pressure, and gets the job done. - Has exceptional verbal, written and visual communication skills and has energetic and impactful presentation and facilitation skills. - Possesses excellent analytical and organizational skills, and the ability to multitask and work collaboratively across all teams both internally and externally. - Is knowledgeable, familiar and comfortable with New York City government systems and practices. - Has experience and success working in and facilitating committees serving various communities. - Demonstrates project management experience and ethic. - Is committed to and passionate about serving older New Yorkers and building an age-inclusive city.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
